Current Landscape
Minnesota's cannabis market is at a critical inflection point. The first adult-use licenses were awarded in 2025, initially limited to single-location operations. In 2026, the state has authorized up to 1,300 licenses with a population-based cap, with the application window evaluated against demand until at least July 1.
The market has already generated significant revenue — non-intoxicating hemp-derived products alone have hit substantial sales figures, with projections climbing. The state tax structure sits at 15% (raised from 10% mid-2024), plus 6.875% state sales tax.
Social equity remains central to the licensing framework. Qualifying conditions include conviction history, veteran status, residence in disproportionately impacted areas, and family connection to those affected. The social equity applicant program offers reduced fees, priority processing, and a five-year competitive advantage window.
The hemp-derived THC beverage market continues to operate but faces increasing regulatory scrutiny as the adult-use market matures. Understanding where these two markets intersect is essential for any operator.
